Two products sold under one name
Search for bulk voice call service in India and you will find vendors selling two very different things with the same label. The older one is voice broadcast — also marketed as bulk voice SMS or voice OBD — where a recorded clip is played to thousands of numbers. The newer one is AI calling, where an AI voice agent talks with each person on the list and writes up what they said.
Picking the wrong one is the most common and most expensive mistake. Teams buy broadcast, then discover they needed confirmations; or they run AI conversations for a message nobody needed to reply to, and pay more than they had to.
Broadcast vs AI bulk campaign
| Voice broadcast (bulk voice SMS) | AI bulk campaign | |
|---|---|---|
| Direction | One-way | Two-way conversation |
| Message | One fixed audio or text-to-speech message | Responds to each person, follows your instructions |
| Listener can reply | No | Yes — questions, objections, choices |
| Outputs | Delivery outcome per number | Recording, transcript, summary, sentiment, custom fields, webhook |
| Actions on the call | None | Book a slot, update a spreadsheet, call your API, send WhatsApp |
| Pace | Plays and ends | One call per channel; extra channels ₹649/month |
| Cost | Lower rate than AI minutes | ₹5/min Standard, ₹6.8/min Premium |
| Use when | Everyone needs the same information | You need something back from each person |
How to choose: four questions
- 01Does the listener need to say anything? If no, broadcast. If yes — confirm, pick a date, give a reason — AI campaign.
- 02Is the message the same for every person? Broadcast handles identical messages; anything that depends on the person's order, amount or history suits an AI campaign.
- 03What is a single contact worth? A ₹200 COD order or a ₹5 lakh home loan lead justifies a conversation; a holiday notice to 8,000 parents does not.
- 04Is it promotional? Both types must follow TRAI's rules, but promotional broadcasts to cold lists are the category regulators target hardest.
How an AI bulk campaign runs on Outpero
Upload a CSV, write the agent's instructions and the fields to capture, then set the schedule, calling window and retry rules. Outpero screens numbers against DND, then runs as many calls at once as you have channels. With 3 channels, a lender can run reminders, renewals and a survey in parallel.
As a rough sense of pace: with 5 channels (5 calls at once) averaging two minutes including dialling, a campaign gets through roughly 150 call attempts an hour. Unanswered numbers go back into the retry queue at the times you set.
How a broadcast runs
Upload the list, upload a recording or type the text to be synthesised in Outpero's voices, and schedule it. Every answered call plays the message once and ends. There is no AI on the line, which is why it costs less per minute.

Industries and typical choices
- —Microfinance and gold loans: broadcast a standard due-date reminder to all, then an AI campaign on overdue accounts to capture a promise-to-pay date. RBI's guidance on recovery restricts such calls to between 8 am and 7 pm.
- —E-commerce and D2C: AI campaigns for COD confirmation and failed-delivery calls, where the answer decides whether the parcel ships; broadcast for sale-day announcements to opted-in customers.
- —Schools and colleges: broadcast for closures and exam dates; AI campaigns for admission enquiry follow-up.
- —FMCG distribution: broadcast new trade schemes to retailers; AI calls to take reorder intent from key outlets.
- —Insurance: AI campaigns for renewal calls where the policyholder has questions; broadcast for a simple renewal-due reminder.
Languages
AI campaigns hold conversations in Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam and Indian English, switching to English when the person does. Broadcast messages can be synthesised in the same seven languages, or uploaded as your own recording.

Cost, worked through
Outpero has no setup fee, no monthly base fee and no contract; you pay for connected minutes from prepaid credits that never expire. Suppose 800 people on a 2,000-number list answer an AI campaign and talk for 1.5 minutes on average: that is 1,200 minutes, or ₹6,000 on Standard (1,200 × ₹5). Broadcast to the same list costs less per minute; confirm the current broadcast rate with Outpero before sending.
Compliance
Under TRAI's TCCCP Regulations, 2018, commercial callers register on DLT, and promotional calls may reach only people who consented or have not blocked that category via DND (set through 1909). TRAI has also directed operators to cut off promotional robocalls from unregistered senders using PRI and SIP lines. Outpero's calling line is DLT-registered and its AI campaigns include DND screening; your business is still responsible for having a lawful basis to call the list.
Evaluating a bulk voice call vendor
- —Ask which of the two products they are actually selling, and whether they offer both.
- —Ask whether you pay for unanswered attempts or only connected time.
- —Check concurrency limits and how retries are scheduled.
- —Ask how results reach you — CSV, dashboard, webhook — and what fields are in them.
- —Ask how DND scrubbing and DLT registration are handled, in writing.
Limits
Broadcast cannot answer anything, and Outpero's AI campaigns can transfer a call to your team when a person should take it, flagging other requests for a human in the summary and webhook for a callback. Concurrency is the number of channels you add, so a send to several lakh numbers in one hour is not what Outpero is built for.
