Outpero

Do I need DLT registration for AI calls?

Short answer

Commercial calls must travel over DLT-registered infrastructure under TRAI's TCCCP Regulations 2018. Some providers, Outpero included, place calls on a DLT-registered line, so a business can start calling enquiries and customers without registering separately. Businesses running their own promotional programmes, sending commercial SMS, or regulated by RBI, SEBI or IRDAI usually need their own principal-entity registration. Confirm the split with your provider and operator.

What DLT is

DLT (Distributed Ledger Technology) is the registry system TRAI's TCCCP Regulations 2018 required telecom operators to build. Jio, Airtel, Vi and BSNL each run a DLT platform, and records are shared across them. A business, called a principal entity, registers with documents such as PAN, GST or incorporation details and receives an entity ID that ties its commercial traffic to a verified identity.

For SMS, DLT also records sender headers and message templates. For voice, it links the business to the numbers its calls come from and to consent it has collected. Operators use the ledger to decide which commercial traffic passes and which is blocked.

When the business needs its own registration

  • —Running promotional campaigns under its own brand through a registered telemarketer on 140-series numbers.
  • —Being a bank, NBFC, insurer or broker that its regulator expects to call from its own 1600-series numbers for service and transactional calls.
  • —Sending commercial SMS alongside calls, which needs registered headers and templates.
  • —Wanting consent it collects to be recorded against its own entity ID.

When the provider's registration covers it

Many AI calling platforms place calls on a DLT-registered calling line. That lets a business start calling fresh enquiries and existing customers without completing its own registration first. It does not shift the business's responsibility for whom it calls, why, and whether it has consent.

Cost and timelines

Each operator sets its own registration fee and approval timeline, and both have changed since 2019. Check the current figures on the operator's DLT portal rather than relying on older blog posts. Approval is faster when the entity name, PAN and authorisation letter match exactly.

Ask your provider in writing

Ask which entity ID your calls are tagged with, which number series they use, and whether promotional calls are in scope. If the answer is vague, assume the compliance gap is yours.

Follow-up questions

Do I need my own DLT registration for an instant callback to a lead?

+

A callback to someone who has just asked to be contacted is service-like rather than cold promotion, and on a DLT-registered line such as Outpero's the business usually does not need its own registration to start. If your calling grows into promotional campaigns under your own brand, check with your operator whether your own entity registration is required.
