What is TCCCP Regulations 2018?

The TCCCP Regulations are the Telecom Commercial Communications Customer Preference Regulations, 2018, TRAI's rules governing how businesses in India may send commercial calls and SMS to consumers.

Also called: TCCCPR, Telecom Commercial Communications Customer Preference Regulations

They created the DLT system, in which businesses (principal entities), telemarketers, sender headers and consent records are registered on a distributed ledger run by the telecom operators. They separate promotional from transactional and service communication, bind promotional traffic to the National Customer Preference Register (NCPR, the DND list), and set up complaints through 1909 and the TRAI DND app. TRAI has amended the framework since, including tougher action against unregistered senders using SIP and PRI lines.

Why it matters

TCCCP is why compliance in India is enforced at the network level: operators block non-compliant traffic and can disconnect repeat offenders, so a non-compliant campaign simply stops working. Outpero calls from a DLT-registered line and its bulk campaigns include DND screening, so the registration and list-cleaning side is handled by the platform rather than left to each business.
