What is the difference between promotional, service and transactional calls in India?
Under TRAI's TCCCP Regulations 2018, a promotional call pitches a product or offer and is blocked by DND preferences unless you hold valid consent. A service call relates to something the customer already uses or asked about, such as a renewal reminder. A transactional call carries information needed to complete a transaction, such as a bank alert. The category decides which rules apply.
Why the category matters
Promotional calls carry the heaviest obligations: 140-series numbers, DND screening and consent for blocked categories. Service and transactional calls have more latitude because the customer expects them. Getting the label wrong is the most common way a well-meaning campaign breaks the rules.
| Example call | Likely category | Notes |
|---|---|---|
| New car offer to a purchased list | Promotional | DND applies; consent needed for blocked categories |
| Callback to someone who filled your enquiry form | Service-like | Responding to a request; keep proof of the enquiry |
| EMI due-date reminder to a borrower | Service | Lenders may need 1600-series numbers |
| Policy renewal reminder | Service | IRDAI conduct rules also apply |
| Payment confirmation or bank alert | Transactional | Usually automated, rarely a conversation |
| Renewal reminder that also pitches a bigger plan | Promotional | The upsell changes the category |
The grey zone
TCCCP 2018 and its 2025 amendment refined these definitions, and operators apply them through templates and number series. A follow-up to an enquiry from your website is widely treated as responding to the customer. If the person asked about one project and you pitch three others, the call drifts towards promotion. The safest test is whether the customer would expect this call and its content.
Voice broadcasts follow the same logic. A recorded message telling patients that a clinic will be closed on Monday is a service message; the same recording with a discount on health check-ups added becomes promotional.
Practical rules for AI scripts
- —Keep service scripts to the purpose the customer expects.
- —Run upsell and cross-sell as separate, DND-screened campaigns.
- —Log the trigger for every service call, such as the form, booking or policy number.
- —Use the same classification for recorded voice broadcasts as for AI conversations.
How Outpero fits
Outpero's instant lead calling covers the enquiry callback, while bulk campaigns, which screen against DND, suit promotional lists. Classifying each campaign is the business's call; when unsure, ask your operator or counsel.
