Best IVR Service Providers in India (and When to Replace IVR)
The best IVR service provider in India is the one that gives you the right numbers, routing and uptime at a price you can read, and tests well when you call it as a customer. This guide compares what Knowlarity, MyOperator, Exotel, Ozonetel, Tata Tele Smartflo and Airtel IQ publish, sets out eight criteria and explains when an AI voice agent should replace the menu. Outpero publishes it and is not an IVR provider.
What an IVR is, and what an IVR provider supplies
IVR, or interactive voice response, is a phone menu that plays a recording and routes the caller by keypad or simple speech: press 1 for sales, press 2 for support. An IVR service provider supplies the number the customer dials, the menu logic, the routing to your people and usually call recording and reports.
In India an IVR provider is often also your phone company in practice. It gives you a toll-free or virtual number, forwards calls to your team's mobile phones or a contact-centre desk, and handles missed calls. That is why the IVR providers below are cloud-telephony firms rather than AI start-ups.
An IVR cannot hold a conversation. It matches a keypress or a few keywords to a path, and when the caller does not fit the menu, the caller is stuck. That limitation is the reason some businesses now put an AI voice agent in front of, or instead of, the menu. The sections below cover both.
IVR and telephony providers compared on published facts
Every cell comes from the vendor's own website, read on 2026-10-14. Where the pages checked did not state something, the cell says not published. A missing feature may exist and simply not be on the page.
| Provider | What it sells | Published pricing | Numbers and IVR features stated | Languages and AI |
|---|---|---|---|---|
| Knowlarity | Toll-free, virtual and missed-call numbers, IVR, cloud contact centre | Toll-free plans ₹21,000 to ₹46,200 a year; contact centre from ₹1,999 per agent a month; softphone plans carry a one-year minimum | Toll-free, virtual and missed-call numbers, IVR, outbound IVR, TRAI compliance stated for automated calling | Voice bot offered; languages not named; AI pricing on request |
| MyOperator | Cloud telephony and AI voice agent | Sedan ₹5,000 a month and SUV ₹15,000 a month for 10 users each, billed yearly; 1800 toll-free from ₹500 a month | IVR, call routing, virtual numbers, call recording, barging and whispering, live dashboard | AI voice agent answers in English, Hindi, Hinglish and 9 more Indian languages, not named on the page |
| Exotel | Contact-centre and telephony stack | XPrime $70 and XPro $100, billing unit not stated; all Talk to Sales | Call routing, dialers in every plan, voice blaster | Voicebot page says fluent in Hindi, English and Hinglish; claims 99.99% uptime |
| Ozonetel | Enterprise contact centre | Not published | Inbound contact-centre tooling, predictive and power dialers, regional-language brand blast | Voice AI agents with 12+ languages claimed; homepage cites 24 vernacular languages |
| Tata Tele Smartflo | Carrier-grade cloud contact centre | Lite ₹5,000 one-time plus ₹950 per licence a month; Pro ₹10,000 plus ₹1,250 | Smart IVR with voice-intent routing in 10+ languages, PSTN and softphone calling | AI personas with context-aware live-agent handoff; price not published |
| Airtel IQ | Carrier-owned voice API and WhatsApp tools | Not published | Mobile, landline and toll-free caller IDs, one number for incoming and outgoing calls, 10 to 15 second recorded reminder calls | AI voice bot is listed through a partner, not in Airtel's own pages |
Outpero is not in this table because it is not an IVR. It does not sell toll-free numbers, menu builders or a contact-centre desk. It sells an AI employee that answers calls to a +91 business number and can hand a call to your team, which is a different product for a related problem.
Eight criteria for choosing an IVR provider
- 01Number type. Toll-free, virtual local, mobile-style or your existing number? Ask which you actually need, and whether you can keep your current number if you leave.
- 02Menu logic. How many levels can you build, and can you change the menu yourself, without a support ticket? Ask how long a change takes to go live.
- 03Language prompts. Menus in Hindi and English are standard. Check Tamil, Telugu, Marathi, Kannada and Malayalam if your callers use them, and whether a person records the prompts or a synthetic voice does.
- 04Routing. By time of day, by skill, by caller history, by region. Check what happens when every agent is busy, and whether the caller is put in a queue or dropped.
- 05Call quality and uptime. Ask for the uptime commitment in writing. Exotel claims 99.99 percent and Gupshup, on its voice platform, claims 99.5 percent. Outpero commits to a 99.9 percent SLA. Compare commitments, not slogans.
- 06Recording and reporting. Recordings by caller, drop-off by menu step and the share of calls abandoned in the queue.
- 07Compliance. TRAI rules, DLT registration for outbound IVR calls and DND screening for promotional calls. Knowlarity states TRAI compliance for its automated outbound calling.
- 08Price you can forecast. Seats, numbers, minutes and add-ons spelled out, with GST and any minimum contract period.
How to test an IVR as a customer would
Most buying decisions rely on a demo recorded by the vendor. Do the opposite: call the vendor's own customers' numbers, or your competitors' menus, as a customer, and note what frustrates you.
- —Count the menu levels before you reach a person. Past three, callers press zero or hang up.
- —Check whether the first option is a language choice. A Telugu caller who must hear a Hindi or English menu first is already irritated.
- —Say something the menu does not cover and see what happens. Dead ends are the usual failure.
- —Call at night and on a Sunday. Many menus work at 11 am and fail after hours.
- —Ask for a person and time how long the connection takes.
Want to hear this working, not just read about it?
Then run the same checks on your own draft menu with five colleagues who do not know it. If they cannot reach the right team on the first attempt, customers will not either.
Where each IVR provider is the better choice
- —You need numbers and a phone system first: Knowlarity and MyOperator publish rupee prices for toll-free, contact-centre and IVR items, and a small business can read the price before talking to sales.
- —You run a large human contact centre: Ozonetel, Exotel and Tata Tele Smartflo are built for supervisors, dialers and scale.
- —You want carrier-owned infrastructure behind messaging and voice: Airtel IQ, whose pages list voice APIs, WhatsApp tools and caller IDs.
- —You want callers to be understood, not routed: an AI voice agent, covered below.
When to replace the IVR menu with an AI voice agent
A menu works when the reasons for calling are few and obvious. It struggles when callers have varied questions, when many speak a regional language and when they simply want to say what they need. An AI voice agent lets the caller talk, understands the request in Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam or English, and acts on it.
| Situation | Menu IVR | AI voice agent |
|---|---|---|
| Caller wants opening hours or a status | Works if the option exists | Answers directly from your information |
| Caller speaks Marathi with English words mixed in | Needs a language menu and separate prompts | Understands the mix and replies in the same language |
| Caller has an enquiry that is not on the menu | Dead end or transfer to a busy agent | Captures the enquiry and logs it |
| Caller wants an appointment | Routes to a person during working hours | Books a slot in your calendar at any hour |
| Caller is angry or the matter is sensitive | Transfers to a person | Transfers the call to your team when a person should take it |
| Caller rings after hours | Plays a closed message | Takes the enquiry and follows up the next morning |
On Outpero, inbound calls to your business number are answered 24 hours a day. The agent handles the enquiry, qualifies it, books the appointment and logs everything with a recording, transcript, summary and the fields you asked for. It also recognises returning callers through caller memory and picks up from the last conversation. A response takes 0.8 to 1.3 seconds on average from the moment the caller stops speaking.
A hybrid is common. Keep the IVR or phone system for routing a few clear departments, and send everything else to the AI. Our comparison of AI voice agents and IVR sets out the trade-offs in more depth.
A short checklist before you sign
- 01Ask whether you can port or keep your existing number, and what notice and charge applies if you leave.
- 02Ask for the menu change process in writing: who edits it, how long it takes and whether each edit is billed.
- 03Ask for the uptime commitment and what remedy applies if it is missed.
- 04Ask how calls are handled when the vendor has an outage, for example forwarding to a mobile number.
- 05Ask for GST, onboarding, minimum term and payment timing to be itemised on the quote, since Knowlarity lists quarterly advance payment for some plans and MyOperator bills yearly.
Many small businesses overpay by buying a full contact-centre suite when they need a number, a short menu and a way to answer the calls nobody picks up. Write down the five reasons customers phone you before you talk to any vendor. If three of the five can be answered by a recording, a menu is enough. If most need a conversation, start with an AI voice agent.
What an AI answering layer costs
Outpero charges ₹5 per connected minute on Standard or ₹6.8 on Premium, with no setup fee or monthly subscription. A dedicated +91 business number is ₹649 a month and includes one channel; an extra channel, meaning one more call at a time, is ₹649 a month. All prices exclude 18% GST. For a small clinic taking 300 minutes of inbound calls a month on Standard, that is ₹1,500 in minutes plus ₹649 for the number, ₹2,149 before GST.
This is not a replacement for a toll-free number or a contact-centre seat. If you need an 1800 number, a number provider is still needed, and an AI agent can sit behind it. Check with any provider how forwarding to an AI line would work before you commit.
Frequently asked questions
What is the best IVR service provider in India?
+
There is no single best. Knowlarity and MyOperator publish prices for toll-free and IVR items, Exotel, Ozonetel and Tata Tele Smartflo suit larger contact centres, and Airtel IQ offers carrier-owned voice tools. Choose by number type, menu control, language prompts, uptime commitment and a price you can forecast, then test the menu as a customer.
How much does IVR cost in India?
+
Published figures vary widely. Knowlarity lists toll-free plans from ₹21,000 to ₹46,200 a year. MyOperator lists 1800 toll-free numbers from ₹500 a month and plans from ₹5,000 a month for 10 users, billed yearly. Tata Tele Smartflo starts at ₹5,000 one-time plus ₹950 per licence a month. GST and add-ons are extra.
Can an AI voice agent replace an IVR?
+
For many businesses, yes. An AI voice agent lets callers say what they want in their own language instead of pressing keys, and it can book appointments and log enquiries. Outpero answers inbound calls 24 hours a day and can transfer to your team. You may still keep a phone system for numbers and routing.
Does Outpero provide toll-free numbers or IVR menus?
+
No. Outpero provides a dedicated +91 business number at ₹649 a month, including one channel, and an AI employee that answers calls to it. It does not sell toll-free numbers, menu builders or contact-centre seats. If you need an 1800 number, get it from a telephony provider.
Which languages should an IVR support?
+
Those your callers use. Tata Tele Smartflo cites voice-intent routing in 10+ languages, and MyOperator's voice agent covers English, Hindi, Hinglish and 9 more languages, though neither list is named on the page. Test the exact language. A regional caller who must navigate a Hindi menu first often hangs up.
Is IVR regulated in India?
+
Inbound IVR for customer service is mainly a telephony matter, but automated outbound IVR and promotional calls fall under TRAI's rules on DLT registration and the Do Not Disturb registry. Ask any provider how it registers your line, screens numbers and records consent, and keep your own records as well.
The Outpero team builds AI voice agents for Indian businesses, in Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam and English. Figures are from Outpero's own product unless another source is named.
