Best AI Cold Calling Tools in India (2026): An Honest Guide
An AI cold calling tool dials people who have not enquired with you, holds the conversation in their language and logs the result. In India it works only inside TRAI's DND and DLT rules, and pickup on cold lists is far lower than on leads who asked for a call. This guide gives the selection criteria, a seven-day test and a fair look at eight vendors. Outpero publishes it and is one of the eight.
What an AI cold calling tool can and cannot fix
An AI cold calling tool replaces the repetitive first touch of a telecaller: dial a number, introduce the business, check interest, note the answer and move on. It can run that conversation in Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam or English, at any hour you are allowed to call, without getting tired on the four hundredth dial.
It cannot change two things. It cannot widen the list of people you are legally allowed to call, and it cannot make a stranger more likely to pick up an unknown number. Both limits are stronger in India than most vendor pages admit, so this guide starts with them.
The Indian rules you cannot buy your way around
Commercial calling in India is governed by TRAI's Telecom Commercial Communications Customer Preference Regulations, 2018. The National Customer Preference Register, usually called the DND list, lets a person block promotional calls. Calling a number on it for promotion, without that person's consent, is the core thing the rules exist to stop.
Telemarketers are expected to register, and the calling line is expected to be registered on the DLT platform operated by the telecom operators. Promotional calls are also restricted to daytime hours, broadly 9 a.m. to 9 p.m. Penalties for breaches fall on the business that placed the calls and on the telecom resource used, which can mean a blocked number.
Rules differ for promotional, service and transactional calls, and for sectors such as lending and insurance, where RBI and IRDAI add their own conduct rules. Ask your own counsel before running a campaign. Outpero's fuller note is in the guide linked at the end of this page.
What this means in practice: a cold list is only as usable as its consent and DND status. A tool that screens against DND, calls inside a window you set and runs on a DLT-registered line reduces risk. It does not remove it. Any vendor that says compliance is fully handled has not read the same regulations.
Pickup on cold lists will be lower. Plan for it.
A person who submitted a form five minutes ago expects a call. A person on a purchased or scraped list does not, and increasingly sees an unknown number as spam. Expect a lower pickup rate, shorter calls and more instant hang-ups than on enquiry leads. Outpero does not publish a pickup figure for cold lists, and a vendor quoting one without naming the list type deserves scepticism.
The right response is to measure on your own list. Because unanswered calls are not billed on Outpero, and other tools bill differently (EchoLeads, for instance, offers both connected-call and attempted-call billing), billing basis is part of the cost calculation, not a footnote.
Seven criteria for choosing a tool
- 01Compliance posture on the page. Does the vendor mention DND screening, DLT, calling windows and opt-out handling for India, or only US rules such as TCPA? Silence is information.
- 02Language fit. Test the exact language and mix your list speaks, including the English words callers drop into the sentence. Claims such as 20+ languages mean little until you hear a call.
- 03What the call does after interest. Can it book a slot, send a WhatsApp message, hand the call to a person or write the answer to a sheet? Cold calling that ends in a spreadsheet note still needs a human to follow up.
- 04Billing basis. Per connected minute, per attempt, per seat or flat monthly plan. Compare the cost per answered call, not the headline rate.
- 05Concurrency and speed. How many calls run at once, and how much does more cost? A list of 5,000 numbers on one line takes days.
- 06Opt-out and disclosure. The agent should state that it is an AI, accept a refusal in a single sentence and not call that number again.
- 07Review tooling. Recordings, transcripts, summaries and a way to export every outcome. You will need them to prove consent and to fix scripts.
Eight vendors compared on published facts
Want to hear this working, not just read about it?
Every row below uses facts the vendor published on its own site, checked on 2026-10-14. Where a vendor did not publish something, the cell says so rather than guessing. Check the vendor's current page before you buy, because pricing changes.
| Vendor | How outbound works | Published price | India compliance on its pages | Fits best |
|---|---|---|---|---|
| Outpero | Bulk CSV campaigns with calling windows, auto-retries, callbacks; instant calls to new leads | No setup fee; Standard ₹5 or Premium ₹6.8 per connected minute; number ₹649/month with 1 channel; plus 18% GST | DLT-registered calling line; DND screening on bulk campaigns | Self-serve teams wanting regional-language calls |
| Ringg AI | Outbound lead calling with call windows, retries and voicemail detection | ₹6 per connected minute, number ₹499/month, monthly minimum (amount not stated) | DLT and carrier setup not described; TRAI mentioned as a rule you must follow | Teams that want a visual workflow canvas |

Where each option is the better choice
Outpero is built for businesses that want to start the same day without an engineer: describe the job, upload a list, set calling hours and review the transcripts. It supports seven languages and states one clear price. It is not the right choice for a bank that needs on-premise deployment, a language outside those seven (Bengali, Gujarati and Punjabi are not supported), or hundreds of simultaneous calls.
SquadStack names nine Indian languages, including Gujarati and Bengali, and assigns an engineer to every account, which suits a larger programme. Vomyra's flat plans work out cheaper than per-minute pricing once a line passes roughly 4,000 minutes a month, by its own arithmetic. Ozonetel and Exotel win when the AI agent has to sit beside a human contact centre with predictive or power dialing.
Ringg AI's visual canvas gives a builder more control over the call flow than describing the job in words. Bland is built for very large, regulated deployments, with a claimed capacity of up to 1 million concurrent calls, but its pages do not mention Indian telephony rules. EchoLeads sells separate WhatsApp and Instagram agents, a wider sales stack than a voice-only product.
A realistic opening line for a cold call
The opening has to do four things in ten seconds: say who is calling, say it is an AI, give a reason and offer an exit. A Hindi example with the English words a real caller would use:
नमस्ते, यह Sunrise Realty की तरफ़ से एक AI असिस्टेंट की कॉल है। Kondapur के नए flats के बारे में क्या मैं आपका दो मिनट ले सकती हूँ? अगर आप नहीं चाहते, तो बस बता दीजिए, हम दोबारा कॉल नहीं करेंगे।
How to test a tool in seven days
- 01Build a clean test list of 200 numbers you have a lawful basis to call, split evenly between your best and worst source. Strip DND numbers before you start.
- 02Write one script and one goal, such as agreeing to a site visit or a callback. A tool cannot be judged on a vague brief.
- 03Run the same list on two tools in the same calling window on different days, so time of day does not skew the comparison.
- 04Record, for each tool, the answered share, the share that stayed beyond 30 seconds, the number of opt-outs and the number of real next steps agreed.
- 05Listen to at least 20 recordings per tool. Count mispronunciations, cut-offs, wrong-language replies and any call where the agent failed to accept a refusal.
- 06Divide total spend by next steps agreed, not by calls placed. This is the figure to compare.
- 07Check the exports. Can you pull every outcome, recording and consent trail into your own sheet or CRM?
On one channel, Outpero works through roughly 55 dials an hour, so 200 numbers take a little under four hours. For illustration only: if 60 of those 200 answered and each connected call ran 1.5 minutes at the Standard rate of ₹5, the connected time would cost about ₹450 plus 18% GST. Your own answered share will decide the real figure.
When not to cold call at all
Warm leads convert better and carry less legal risk. Calling a Meta or Google Ads lead within 30 seconds, reviving old enquiries or confirming appointments all involve people who gave you their number for a reason. Many Indian businesses get more from an instant lead-calling setup than from a cold list, and should start there.
Cold calling with AI makes most sense when you have a lawful, consented or business-contact list, a clear offer, and the discipline to review scripts weekly. Without those three, a cheaper dial rate only makes bad calls faster.
Frequently asked questions
Is AI cold calling legal in India?
+
It is legal where you respect TRAI's rules: screen against the DND register or hold the person's consent, call in permitted hours, use a registered line and honour opt-outs. Calling DND numbers for promotion without consent is the main breach. Rules differ by call type and sector, so check with your own counsel before any campaign.
What pickup rate should I expect on a cold list?
+
Lower than on enquiry leads, and no honest vendor can promise a number without seeing your list. Purchased lists and unknown numbers are often ignored or flagged as spam. Run a 200-number test, measure the answered share and the share that stays past 30 seconds, then forecast from your own data.
Do I need DLT registration to run AI cold calling?
+
Commercial calling in India is expected to run through registered telemarketers and DLT-registered resources. Outpero runs on a DLT-registered calling line, and its bulk campaigns screen against DND. If you bring your own carrier or a global platform, check who holds the registration. Several global vendors do not mention India's DLT at all.
How is AI cold calling billed?
+
Models differ: per connected minute, per attempt, per seat or a flat monthly plan. Outpero bills connected talk time only, at Standard ₹5 or Premium ₹6.8 per minute, with no setup fee and no charge for unanswered calls. Prices exclude 18% GST. Compare cost per agreed next step, not the headline rate.
Can the AI agent stop calling someone who says no?
+
It should, and you should test it. The agent must accept a refusal in plain words, in the caller's language, and the number should be excluded from further retries. Listen to recordings of refusals during your test week. A tool that argues or keeps retrying a refused number creates compliance risk.
Which languages does Outpero cold call in?
+
Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam and Indian English, with the agent switching to English when the caller does. The per-minute price is the same in every language. Bengali, Gujarati, Punjabi and other languages are not supported, so choose a vendor that lists them if your list needs them.
Should a small business start with cold calling or lead calling?
+
Start with leads who already enquired. Calling a new Meta, Google or website lead within 30 seconds is warmer, faster to prove and lower-risk than a cold list. Add cold calling later, on a list you can lawfully call, once your scripts and review routine are working.
The Outpero team builds AI voice agents for Indian businesses, in Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam and English. Figures are from Outpero's own product unless another source is named.
